Notice is hereby given that the Board of Trustees of Sweetwater County School District No. One, Rock Springs, Wyoming is accepting sealed bids for the 2024 Building Core Network Upgrade. 

Specifications may be obtained from the Information Technology Department, 3550 Foothill Blvd., Rock Springs, Wyoming 82901; 307-352-3460 or on our website at sweetwater1.org. All equipment specifications in the bid documents are to be included in the bidder's proposal.

Sealed bids will be received in the Information Technology Department until 2:00 P.M., local time, Wednesday, December 4th, 2024.  Bids will be publicly opened and read aloud immediately thereafter in the Information Technology conference room of the Central Administration Building. The bids will then be reviewed and presented to the Board of Trustees at their next regular meeting on, Monday, December, 9th, 2024 for their acceptance.

Attention of the bidder is particularly called to the requirements in the Wyoming Statutes regarding preference for Wyoming products and the 5 percent preference shown to Wyoming Bidders.

The Board of Trustees of Sweetwater County School District Number One, State of Wyoming, reserves the right to reject any and all bids, and to waive any and all bids, and to waive any irregularities.  The Board of Trustees reserves the right to split the award of the bid between bidders should it deem it to be in the best interest of the District.     • Let’s go ahead and leave this camera in this location for now. Once it is installed then we can make that determination, if anything the camera would move towards the Network Closet so would be a shorter cable run, so there should be no extra cost. 
  • In the Lowell Modular, can we cut in an access hatch?
    • The short answer is yes, however there is a vent on the exterior of the building that should be utilized before looking at cutting in a hatch.
  • If we are not able to cut in access hatch, can we use wire mold?
    • No, however you can use Surface Mount Conduit
  • BBHS:
  • Do we replace Ceiling Tiles?
    • Yes, however they must be Fire Rated Ceiling Tiles something like the Fire Guard 915 that has been used in most of our buildings. 
  • Camera placement that is on the map, is that accurate?
    • They are pretty accurate on the map. 012 is center of the room due to it being a 360 camera. They won’t necessarily match the existing camera deployment already in the building.
  • Are there ports available?
    • That is the purpose of the site walk for venders to determine if there are ports available, vendors are to provide patch panels if there is not enough available.
  • Who provides the Switching Hardware?
    • SCSD1 Will provide the switching hardware.
  • Exterior Camera BBHS-016, can we move it to the existing camera location?
    • Yes, that is easier for everyone to move it to the existing location.
  • Do we have to paint the conduit?
    • Yes to match existing conduit within the building.
  • Gym Floors with a scissor lift, do we need plywood?
    • Yes
  • BBHS-001 Camera, is this wall mount?
    • Yes

    • The studs within our buildings are metal.

Also, this cable must still maintain the 3ft service loop.  Along with that, you are not able to splice or add an extension to the cable to make it reach the new location(s).  Should any of these conditions not be able to be met, will require new cable to be ran.
  • Who terminates the cameras and access points?
    • This is called for in the specifications, however the service provider will be installing the cameras and APs.
  • What buildings are CAT6a?
    • This is specified on Page 4 of the bid documents.

  • How do we submit questions if we have any further questions?
    • On page five it spells this out, typically most folks will send an email to Stephanie. One thing to mention, there is a last day to submit questions and that is January 17th, 2023.
  • For the cameras do we need to provide surge protectors?
    • I think you mean lightning arrestors? Either way, if it is to be required SCSD1 will handle this outside the scope of this bid.
  • Do we need to supply backboard?
    • Yes, this must be fire rated and painted. However the paint cannot cover the fire rating stamp.  If using Fire Rated paint, a cut sheet must be left with the board.
  • Painted conduits what Color?
    • Match what is existing in the area, if it is bare EMT, then bare EMT will work, if it is white then it needs to be white.

  - Wamsutter

  • Do the raceways need to be painted?
    • On Page four of the bid specifications, it does indicate that raceways need to be painted.
  • Can the existing Polls be utilized?
    • If the cable can fit without damage to the cable then yes, however with quantity and thickness of CAT6a it is unlikely that they will be able to be utilized.
  • What is the minimum size on conduit?
    • This is up the selected vendor on what size conduit they prefer to use, however the cable and cable jacket must not show any straining.
  • How high from the floor do you want the ports?
    • Match existing height of drops.
  • Drops above ceiling, do you want a box?
    • No, simply terminate the RJ-45 Keystone and leave coiled above ceiling.
  • Do we need to run new fiber?
    • Yes, from MDF (RM 134) to the two IDF’s (RM 145 & RM 107)
  • Why Multimode and Singlemode fiber?
    • This will help futureproof us should we need anything additional in the future.
  • Does the Fiber need to be armored?
    • No, however it must be in its own innerduct
  • Minimum Diameter for Fiber Innerduct
    • I don’t believe that we have specified anywhere, however our typical innerduct size is 1 inch.
  • Surface Mount Runs, can we go horizontal?
    • Yes, within reason, you can see in some location we do go vertical in one spot then horizontal to reach the other faceplates on that same shared wall.
  • RM 145, Does the new IDF need to be in the corner with the fire sprinkler right there?
    • No, it can be shifted over to the center a bit to avoid the fire sprinkler.
  • For the IDF, what should this look like coming out of the ceiling?
    • In RM 107 we will see an example of this, however typically there is board to the wall, Unistrut and 4” sleeves.
  • What should be a wall penetration look like?
    • If it is a fire wall, then any penetration must be sealed with fire sealant. If new penetrations are to be made, they should be done so with a sleave with bushings. 
  • With the Door terminations, where do we put those?
    • These will be typically above the ceiling, at the moment these are not going to be utilized, however once they come back through and upgrade the door hardware we will use data.
  • Have you heard of Verkada?
    • Yes, extensively. However this bid is strictly related to the wiring, any questions regarding camera hardware bid must follow that bid’s question procedures.
  • What is the camera cabling currently?
    • Currently we use Siamese Co-Ax – Cameras are Nuvico with BNC terminations.
  • Do we demo out the Existing Camera Cable?
    • Yes the selected vendor will be removing all of the existing camera cabling as well.
  • Do we demo out the Existing Ethernet Cabling?
    • Yes the selected vendor will be removing all of the existing Ethernet cabling.
  • Do we remove all existing data cable?
    • Yes, the selected vendor will be removing all of the data cabling even if it is not being replaced by new data cable.

    • Yes, the only known access is in the custodial closet
  • With the WAP’s on hard lid are we going to run conduit to center of room?  .
    • WAP's can be moved to doorway area of classrooms on the hard lid rooms to avoid the usage of conduit.

    • The District does not have any post tension buildings.

SCSD1 Answer to Countertrade

The E-Rate wiring bid, will include all of the cabling. The intention of the walk-through was for vendors to be able to establish and identify cable lengths. Patch Cables are also to be provided by service providers, specifications of this can be found on page 18 of the bid document. The purchasing of the rack hardware are not handled under the scope of this particular bid.

    • No, it changes as we go through the building you will see it is drop ceiling and hard lid depending on where you are at in the building. 
  • Is Wamsutter cinderblock throughout?
    • For the most part this building is all brick.
  • Do we demo out the existing data cabling?
    • Yes, all data and camera cabling will be removed by service provider
  • Can we use existing conduit?
    • Yes you can so long as cable will be certifiable. 
  • Can we re-use existing cable?
    • No, existing cable is CAT5e, we have CAT6a specified in this bid. 
  • Do we have a schedule where drops should be terminated in which closet?
    • No, it is up to the service provider to determine best path and closet to land the drops in with the exception of the T-1 lines. 
  • In Wamsutter, do we need to run fiber to the IDF's?

Q: Are substitutions acceptable for the Newline panels? A: Yes, but they must be clearly identified as substitutions.
Q:When referring to articulating wall mounts, what do you mean? A: We are looking for telescoping wall mounts that would extend from the wall.
Q: Do the white boards still need to slide back and forth. A: Yes, if using the existing brackets, they will slide behind the panel, but if using a wall mount, they will need to slide in front of the pane.
Q: Can the existing brackets be moved?  A: they are currently 47.25 inches apart. They can be moved to 32" apart which is the more standard necessary mounting distance.
Q: Will we be using the USB over ethernet cables in the wall? A: No, we will be running direct connections from the panels to the teacher's desks. 
Q: How should the cable management look? A: Zip ties attached to the cabinetry are acceptable. Raceway is not necessary.
Q: The bid calls for less than 8 inches of a profile from the wall. A: The mount is what cannot be more than 8". That distance does not include the panel. This is necessary to make sure the white boards can still slide and not hit the panel.
Q: What is the maximum opening in the cabinet between the white boards? A: 72.5 inches
Q: What will need to be removed? A: Ceiling mount projectors. No need to cut electrical. Remove the existing mounts if they aren't being used for the install. No need to patch holes or replace ceiling tiles.
Q: Will there be power outlets near the where the short-throw projectors are being installed? A: Yes
Q: Where does the old equipment need to be moved? Where will the new items be located? A: To an identified central location in each building. The new items will be in a central location in the building and the installers will need to move the equipment to the classrooms as directed by a district employee. Installers will be responsible for moving trash to dumpsters on each location.
Q: Are the projectors being installed new or repurposed? A: All 27 Epson projectors and 4 Hitachi interactive projectors are new. The 3 Hitachi short-throw projectors are used.
Q: Will all the installs take place on cinderblock or sheetrock? Is there any concern for asbestos? A: Yes. All installs will be on sheetrock or cinderblock. No asbestos concerns.
Q: Do installers have to be authorized resellers? A: Vendors bidding on providing the hardware must include the manufacturer's warranty or equivalant with the equipment. Vendors bidding on installation need to be able to install equipment so the manufacturer's warranty is not voided by the installation or be able to provide an equivalent warranty.
Q: Do the installers need a certified electrician? A: No. There will not be any electrical wiring ran.
Q: How will testing the new equipment work? A: Lennie Lew will assist with the testing and will provide a computer to test with.
Q: Does the district have a preferred USB extender? Do the USBs Extenders need to be active/powered? A: There is no preference. Yes, some of the distances will be greater than recommended length so powered adapters are preferred.
Q: Will there be two outlets for each panel install? A: Yes
Q: The install must take place between June and August 15th. What will the hours of access to the buildings be? Will installers be able to work on weekends? A: There will be access in the buildings from 7:00 AM to 10:00 PM. Weekends are also an option.
Q: The bid asked for 120 HDMI cables and extenders. The count of items on the bid calls for 115. Why the extras?  A: The additional are extras in case there are any issues with cables.
Q: For the short-throws will the drywall be sufficient for mounting or does there need to be additional support? A: The drywall is sufficient, as long as the attachments are sufficient. Toggle bolts are preferred.
Q: If the existing brackets are utilized in the installation, can we reinforce the connection for the top of the existing brackets to the wall, given that it doesn't interfere with the sliding board? A: Yes

    • What is ESE-CAM-001’s primary focus
      • The Field that is located on the corner of G St and Gobel St.
    • With the Exterior Multi-Sensor Cameras, you indicate the 270 degree cameras, what is the fourth lens used for?
      • This is to cover the blind spot that is created from the 180 image sensors. The 180 does cover a full 180 degrees, however below the camera is a dead spot, that is what we use that fourth image sensor for.
    • Would we be able to substitute the camera hardware?
      • Yes, we are allowed to accept alternative bids, however any alternative bids must be indicated as such.
    • Do we need to bid the whole project?
      • No, this bid is designed a bit different than some of our others. Potential bidders have the option to bid any of the parts or all three if desired.  We have this bid broken out into Electrical (Low Voltage Data Cabling), Hardware, and the Installation of the hardware/Software Configuration.
    • Can we use existing wire for the cameras?
      • Yes, however it must be within the wiring specifications listed within the bid.
    • Type of cable that was used to install the existing cameras?
      • CAT6
    • If wiring doesn’t fall within the specifications, would SCSD1 put up an IDF?
      • Yes, with the district reserving the right to approve the location of the IDF prior to wiring being ran.

      • The cameras themselves would need to tie to the network and be within the wiring specifications.
    • Under Wiring Specifications, Part 1 – General, Section 2 – Work by Others, part A, it indicates the owner will provide all powered network equipment (switches, routers, etc.). If we are using the principal’s office, will SCSD1 provide the network equipment for this? 
      • The district will provide network switches in the principal’s office for cameras that may potentially be ran to that location provided they are within the wiring specifications and not exceeding the length of 300 ft.
    • Where are the Data Closets?
      • Page 4 of the Bid Specifications show that the following:
        • MDF – RM 108 – Closet A. (Room just north of RM 107)
        • IDF – RM 229 – Closet B (On maps provided room labeled Rack B1-B2, Second Floor Library)
        • IDF – RM 215 – Closet C (On maps provided room labeled Rack C1, Second Floor Work Room)
    • Is the MDF where the server will reside?
      • No, the Server is actually hosted back at the Central Administration Building
    • With the Server in another building, that is a lot of traffic running over the network.
      • True, however we have many other buildings utilizing this same deployment method, example is our Northpark and Westridge cameras, the whole building is wired this same way with about the same number of cameras without any issues reported so far.
    • How is ESE-CAM-019 to be mounted?
      • This would be a poll mount (Pendant) that should extend below the reflective lighting.
    • Who is responsible for removing the existing cameras?
      • The existing cameras should be removed by the successful installing bidder.
    • With the installing bidder removing the existing cameras, will it be required to paint and patch holes left by old cameras?
      • Yes, installing vendor is responsible for repairing, painting, and patching of holes that are created by the cameras that are being removed from the building.
    • Where is ESE-CAM-013 to be installed?
      • Into the hard lid ceiling.
    • Is the library like ESE-CAM-019?
      • Yes, the same method of installation would be required here.
    • With the cameras in the stair wells, the design shows more on the landing between the sets of stairs, would a lift be provided to access these?
      • These cameras should be installed more on top landing but overhang just enough to capture the stair wells on both sides of the diving wall. This would eliminate the need for a lift.
    • With mounting of ESE-CAM-001, how should this look?
      • This camera should be mounted on the roof. Basically, we envision that a penetration out of the ceiling of RM 209 with conduit running up to the roof.  From here, the camera should be easily serviced from the roof without extending out over the side of the building. This would be similar to how we mounted the Pro Line cameras at the High School.  The camera mount itself is either attached to a custom bracket that is secured to the wall edge or an electrical box on the inside of the wall that is weather resistant.
    • ESE-CAM-009, installed the same way, why?
      • This is to allow the camera not only to focus on who is coming into the area, but also cover the drive way up to the kitchen area.
    • Multi-Sensor’s that are exterior, mounting height?
      • About the same level as the existing light fixtures, this should give us height insurance.
    • ESE-CAM-012 Mounting?
      • This would be on the corner of the building, most likely you would use the existing penetration for the current PTZ there and use strapped Sealed Flex to be able to run the cable into the camera.

9/14/18:  QUESTION:  The UA844+SWB unit on the bid comes with 4 power cables.  Did you need 12 additional, or 8 additional, for a total of twelve?  ANSWER:  We are wanting to obtain 12 power cables outside of the whatever is shipped with the UA844+SWB, this will allow us to have spares in the event that something goes wrong. 

9/14/18:  QUESTION:  Do you have additional UA88+SWB units that are not on the bid?  You'll need a total of 3 to do 12 channels.  Each of those will come with 4 power cables.   ANSWER:  We currently have two UA844’s on hand from our old system, we will just be needing the power.

9/14/18:  QUESTION:  You have specified 6 Antennas.  Usually, 2 are required per complete system, and BNC cables are required to connect them to the UA88+SWB.  So I'm not sure if you're creating 3 complete systems, and are supplying your own BNC antenna cables.  ANSWER:  We will be making three systems in total, and should already have BNC’s on hand for this.  The UA844+SWB does come with some BNC Cables, if however, we find that we need additional cables, SCSD1 will purchase those outside of this bid.

QUESTION:  Is the Electrical Contractor responsible for purchasing the Patch Panel’s?  ANSWER:  Yes, these will need to be purchased by the Electrical Contractor and must be rated for CAT6a, refer to bid specs for brand information. 

 

QUESTION:  Is the Electrical Contractor responsible for providing Patch Cables?  ANSWER:  No, SCSD1 will be providing those.

 

QUESTION:  What is expected for service loops?  ANSWER:  SCSD1 is requesting a 3ft service loop for each drop.

 

QUESTION:  Will the electrical contractor be responsible for face plate replacements?  ANSWER:  Keystones will defiantly need to be replaced, however you might not have to replace the faceplates.  If a faceplate does require replacing that responsibility will be on the electrical contractor. 

 

QUESTION:  Cameras, what are we doing for those?  ANSWER:  Internal cameras you will be pulling the CAT6a to each star location on the map, RJ-45 Keystone termination above ceiling with a 3ft service loop.  External Cameras, you will need to pull to the exterior of the building with conduit, sealed to fire code.  The drop must be terminated in a weather proof 4 square box with a blank faceplate.  The coil for this run must be located inside of the building as there won’t be enough room in the box for the service loop. 

 

QUESTION:  Plenum?  ANSWER:  Yes, this is required for all data runs.

 

QUESTION:  Is conduit ok in room 118?  ANSWER:  Yes, that should be fine, this is the mechanical room of the building. 

 

QUESTION:  RM111, can we use existing conduit?  ANSWER:  If conduit exists to that location and the CAT6a will fit in that conduit, you can use it. 

 

QUESTION:  RM 134,132,130,122,128 How do we get into the ceiling?  ANSWER:  I spoke with our Master Electrician this morning about this, he wasn’t 100% sure on how to get into the ceiling, he thinks there might be a hatch in the electrical room (RM120).  He did propose two other locations in which he has used in the past and that would be to run drop into room 116 and gain access to the ceiling from this room.  The other method was on the south side of room 134, the entry way is a drop ceiling. 

 

QUESTION:  Is there a way to have a full-size print for Walnut?   ANSWER:  As in full size print, depends on what you’re asking for exactly.  In the bid packet that is up on the website I do have three vector files in that package.  The “.AI”, “.EPS”, “.DWG” are all vector-based images, AI is for Adobe Illustrator, the EPS is a generic Vector which can be used in AI, Corel and many other vector-based programs, and the DWG file is an AutoCAD file that was exported from AI.  With these vector-based images you can scale these drawings up to any size you desire without any pixelation of the image.  These maps however are not to scale, if this is something that you are requesting please let us know and we will get in contact with our facilities department and see if we can get a digital rendering of those. 

 

2018/02/20 - QUESTION:  Would it be possible to have another Site Walk to meet the Mandatory requirements of this bid for companies who did not see the original publication in the time frames?  ANSWER:  Yes, we will do another site walk.  We will not be granting any extensions to the bid deadline.  The additional site walk will be held on February 22nd.  This will be optional for the companies that attended the previous site walk, and mandatory for any companies wanting to bid on this project that did not participate in the previous site walk. This will be held on February 22, 2018 at 3:45pm.  We will meet in the main office of Walnut Elementary.

QUESTION:  Can we get a bigger sized map?  ANSWER:  Yes, we have the vectors published on the website so you can blow this up as big as you need it.  If you need assistance or want a specific size, email us and I can resize it for you and publish that on the website. 

 

QUESTION:  What ends are we using to terminate the Fiber?   ANSWER:  SC Ends, on page 3 of Version 2.0 of the bid packet, bullet item number 3 states that “Fiber to be ran between MDF and IDF must be OM3, this must terminate in Fiber Patch Panel with SC ends.  Fiber must also be ran in independent conduit.”

 

QUESTION:  Corning for Fiber Patch Panel?  ANSWER:  Yes, Corning is preferred for Fiber Patch Panel’s.  On Page 7, Section 1 D states that Corning is preferred over any other brand, we will also accept the usage of Leviton, any other brands must have prior approval. 

 

Question:  Ceiling access to Room 134 (Lunch Room) ANSWER:  Access is available through the ceiling of Room 116.

 

QUESTION:  RM 111, can we use the existing conduit?  ANSWER:  Yes, if it is currently installed in that area and the new cable will fit in the conduit, you can utilize the existing conduit. 

 

QUESTION:  Can we put room 111 drops in the wall?  ANSWER: Yes, you can place the drops through the wall and not use the conduit, however the conduit will need to be removed. 

 

QUESTION:  RM 134, AP & Camera Mounting?  ANSWER:  We will be needing to have a 4 square box for each of the items on that hard-top ceiling. 

 

QUESTION:  Is conduit required?  ANSWER:  Not in drop ceiling however in the mechanical room (118) it will be required if not placed above hard top ceiling.

 

QUESTION:  Are we placing a rack in Mezzanine?  ANSWER:  We don’t have that in the bid specifications, as a result we won’t be requiring an additional rack to be provided for this location. 

 

QUESTION:  When is this bid due?  ANSWER:  On page 11 of the Version 2.0 of the bid packet, it states that bids will be accepted until 2:00p.m. on Friday March 2nd, 2018.

QUESTION:  The bid shows “Leviton” jacks and patch panels…We typically use higher end jacks and patch panels by Panduit.  Any problem with that substitution?   ANSWER:  SCSD1 would be ok with this substitution however we really would prefer the usage of Leviton. 

 QUESTION:  Is there a reason this cabling project is an “after school hours” project and not a summer project? As we are discussing this for labor costs, this process requires that whatever our team works on in an evening has to be fully finished/terminated and up and running the following morning.  We consider this a “rolling deployment” and can take longer, thus more cost.  Any chance this could be done when school is out for the summer?    ANSWER:  This project can be scheduled to be during the summer months. 

 

QUESTION:  Bid requires that both closets have a grounding bus installed.  Is that something that is actually already done?  Or is it something that datacomm company would have to do?    ANSWER:  Both the MDF and IDF in this building are both currently grounded.  So there wouldn’t be any need to have any additional ground provided for either of these data racks.

     Question:  Is this going through E-Rate or is this separate from the E-Rate process?

     Answer:  For the purposes of this bid, we are going to be going through E-Rate. As such we will be following the E-Rate Process as we progress through this bid.

     Question: What are the Bid Tabulations (how you are going to grade/ compare bid responses) for this combined E-Rate bid?

     Answer:  Per E-rate guidelines price must be the heaviest weighted criteria.

 

     Question:  Will it help or hurt that we are located out of state?

     Answer:  Per the State of Wyoming policies, we are required to favor Wyoming based companies if the total price is within a certain percentage.  However, it won’t hurt your standing with us with your company being outside of state. 

 

    Question:  Will it help or hurt that we will only be responding to one portion of this bid? I.e.) The Hardware only portion of the High School bid

    Answer: This will not hurt your bid at all, we are accepting these as per project however will be filing the form 470 as a lump sum of all projects combined.  Each project can be treated as a separate bid and will be awarded separately.

 

2018/02/20 - QUESTION:  Since this is an E-rate funding project, am I correct that a PO for these items cannot be processed until the official funding year begin July 1, 2018?  Or has that processed changed with the new 5-year program?   ANSWER:  The district will pay for the cost upfront in the interest of getting the project started in a timely manner. The funds received by E-Rate will then be used to reimburse the district. We just cannot invoice the SLD via discounts or BEAR until July 1st.

  • 3/20/18 09:21am - QUESTION:  Is Mobility a core requirement for this bid?  We were thinking about a smaller profile charging station instead of carts.   
    • ANSWER:  Mobility is going to be important for these solutions, as the students could potentially take the devices to specials and for those younger grades, moving the cart is easier than each child carrying a device.
  • 3/20/18 10:00am - QUESTION:  Can I assume the Lock n Charge are still OK for Sweetwater? 
    • ANSWER:  The Lock n Charge 30s are tough for younger students. The cabling is difficult, and they are hard to reach into. That is why we opened it up to what vendors feel would meet our needs
